Help I need some advice on immigration for a us citizen child abroad......

Hello Good folks of Ats..

A family member of mine asked me for advice on immigration but I have no Idea. He has a 8 year child in Uruguay that is a us citizen with passport. She lives with her mother that is not a us citizen. The problem is the mother is keeping the child from him. He trys calling her and the mother is not allowing them to speak. He hired a lawyer from that country but its been 2 years and nothing and he feels that he was wasting his money and getting no where. He thinks she might just leave that country and he may never see his child again.He feels like he just wants his rights whatever they are. He can no longer afford a lawyer so does not know where to turn. Can anyone offer any advice?

My advice would be to contact www.uscis.gov and get answers from them.
