I'm sorry, but what complete bull.
Not you, this news.
It makes no sense, especially after I did some digging.

So I went and found their famous cartoon for kids, titled Reksio and friends. I googled the images...Reksio and his friends are all just like Winnie the Pooh, and any other cartoon ever created for children in the history of television.
I think they just wanted to make the news, and seem special....pure attention grabbing.

In all my years I have never seen a cartoon for kids with their genitelia shown . ( I have seen Russian, Hungarian, German, Chinese cartoons, and many others).
