It's for the more outlandish theories, not necessarily hoaxes though.

As Jenny has posted, this forum is for highly-speculative theories that have little-to-no evidence to support them. There is a Jokes forum for jokes.

As far as 100% known hoaxes, those cannot be posted. From the Terms and Conditions of Use:

15). Posting: You will not Post any material that is knowingly false, misleading, or inaccurate.

15l.) [HOAX]: In the event you Post more than three items that are later determined to be of an obviously hoax, fraudulent, or faked nature, your account may be terminated without warning.

Most forums have descriptions of what can and cannot be posted to a particular forum. It is one of the very responsibilities of staff, among other things, to determine what thread fits best in what forum.
