WHO research agenda for radiofrequency fields

Someone recently posted a HOAX article on Snowden needing a faraday cage due to HAARP being used to assassinate/alter the mental states of people.

I do believe I've found the source of the myth, an old study by the WHO entitled "WHO Research Agenda on Radiofrequency fields.

This is a topic which merits further research, but is nothing like the death-wave machine which the hoax article was making it out to be.
