“I just got in from a meeting with Dent and Walman.”
“Walman?”
“He took over from Jim at NSA. And you know Dent. CIA”
“Oh he did? Jim should have gone years ago.”
“They both got a package too.”
“Both?”
“Yes'
“That's every security agency head now in the US and UK. And I hear most of the European heads got one too. Did they all get the the same?”
“The same. Copies of each directors most secure file and communications, video of each agency's most secure operation center and activity
logs.”
“And..?”
“What do you mean?”
“Something personal?”
“Yes.”
“That they should never have had?”
“God yes.”
“Knowing you, that must have been some pretty sick stuff.”
“I don't understand why they sent it. Why tip us off they are watching? Maybe they are trying to goad us into taking action, revealing more about
how we respond and our response capabilities."
“That doesn't fit. Why send to all the agencies; CIA, GCHQ and everyone else? That would be too hard to manage an operation with that many targets.
And the risk level.. No, I think it's something different.”
“Like what?”
“Whistleblower.”
“Are you serious?”
“Think about it for a moment. Every spook, surveillance and and covert group we know of got the package. Hell, we are ones who spy on everyone,
no one spies on us. And then we all get the same package that shows us we are being surveilled, deep and total, and even in our most secure
facilities. We never suspected until that package arrived. None of us."
“So you are saying we have someone leaking information to us?”
“Exactly. A whistle blower.”
“Which of course still leaves the big question unanswered.”
“I know. If we are the people who watch everyone..”
“Then who the hell is watching us?”
