Because cloud seeding is weather modification. So are other local forms similar to cloud seeding. No one has said that small scale weather modification is impossible. Large scale on the other hand, with our current technology is beyond us.

The same reason that they introduced a bill banning chemtrails, space weapons, and many other things that don't exist. Because someone thought that it would be good to ban them before they came around, or someone owed someone something, and wrote a bill that was introduced, and others thought was a good idea, so it passed.

If weather weapons ever did exist, they could potentially kill millions of people if used.
