Looking like the regular undercover guys, but these normally carry a fanny pack or a small backpack for radio handcuffs, badge, pepper and gun.
But why these big backpacks?

The two guys in similar clothing and black backpacks. However, I think the top pic is of after the bomb and they still have their bags... so who are they exactly? I think some of the thoughts are that they're government and were attempting to foil the plot, but failed.

The guy who appears to have "lost" his bag from earlier (who also appeared to have a defined item in his bag).
Also, this kid in the hoodie just looked freaky, like a ghost you'd see in some movie.
