The story originated from the South Korean government. While it is probably true the Norks jammed a spy planes GPS the idea that it forced and "emergency" landing is ludicrous. The most it might do is cause the plane to return to base and have a technician determine why the GPS isn't working. They don't need GPS to fly, or even navigate. They might need it if they were skimming the North Korean border by mere feet.

We're not at war with North Korea but an electronic attack on one of our planes should be taken as an act of war and meet the same response. In a real war time situation, shortly after that gps jammer went active a HARM missile would render it so much useless debris. That's what should have happened here.
