The United Nations has its own special form of government, libertarian is one of the closer descriptions for it. Each nation assigns it's own general
representative in its own way. Being part of the ruling party and involved in foreign relations helps but many factors involved. There are also many
other meeting just for heads of state, military, finance, energy and other industries. There are also many special groups like the security council,
language department and various forums for various issue. It is quite a complex institution that has gradually grown and adapted to the needs of the
world. There are still many ongoing issues, but as need, time and resources becomes available they do become addressed with lengthy discussion amongst
the nations to find the most suitable solutions. To demonstrate how powerful this organisation is in regards to world government, the recently signed
START treaty has united most of the major armies of the world. Anyone who messes with the UN will get a big can of woop ass.
