61 trucks loaded with 300 tons of explosives go missing in central India

What the article doesn't make clear is whether these 61 trucks disappeared over a period of time, singularly or in small numbers, or all in one huge shipment.
I'd have thought a single shipment of that size would be out of the question, given safety concerns and would probably need armed escort.
Smaller shipments, with a combined total going missing over time seems a lot more likely. That, or the shipments were diverted elsewhere in a paperwork juggling exercise.
