Richard Belzer's character Detective John Munch has appeared in nine TV shows:

Homicide: Life on the Street (origin of the character)
Law & Order
Trial By Jury
Special Victims Unit
Paris enquĂȘtes criminelles (Richard Belzer speaks French and appeared in the French version)
The Wire
Arrested Development
The X-Files
The Beat

The UK is coming out with their version of Law and Order, so maybe Detective John Munch can appear there.

The character even appeared on Sesame Street, although he was in muppet form and voiced by another actor.

Norm and Cliff from Cheers are second with appearances on six shows:

St Elsewhere
The Tortellis
The Simpsons

The internet movie data base credits the Detective Munch character as having been played by the voice of another actor. I put that in as a side note, although I think Mr Belzer has appeared uncredited on Sesame Street as there is nothing stated on the Imdb site.
