Who observes the Quantum observer?

You didn't answer my question, so I'll ask it again.

If an observer is wanted to make anything happen, who was that observer when the universe came into existence? Who watched the first gas-clouds coalesce, the first stars form?

The observer making a choice causes a quantum event to occur.

Not necessarily. Show me, please, where in quantum mechanics it says that an observer has to be present in order for an event to occur.
