Far as I know, Camp X was located on Lake Ontario, around the Ajax/Whitby town line...by the present LCBO warehouse. Ian Fleming was trained there, and I believe it was established by William (Intrepid) Stephenson.

Check books by Lynn Philip Hodgson:

Concentration Camps? Used to be lot of POW facilities...including an officer's camp at Bowmanville. Like to hear the rest of the OPs story, though.

The vehicle that you saw was a military vehicle. I am in the military stationed in Calgary. It is a common escort vehicle used when officials are in town (foreign or domestic), or when the MP's have a use for it. The white license plate with black writing is a standard government plate, no conspiracy there (You can see dozens of vehicles with the same plate by pulling into one of the bases in Calgary).

I concur with previous posts, seems odd that the government would be working on a facility that you just happen to stumble upon after gaining an interest in the FEMA camps, that you then proceeded to break into, only to get caught by a guard who let you off because he felt like being nice to some minors. If you were caught breaking into a government or military building, trust me, you wouldn't have been going home that evening, regardless of your age.
