It's a harlequin Fetus

I highly doubt a rare disorder like this would lead to the creation of stories about crazy reptiles taking over the universe or whatever.

Those who gave such claims based them on encounters with reptilian-like peoples . It could be any of the ruling elites or conspirators having a survival Harlequin family member .
Excluding the green skin color , there is a notable similarity between Reptilian-Humanoid and Harlequins looks .
