Help Finding Website

I am trying to locate a website that has been discussed on ATS in the past - I would estimate 6 - 9 months ago. I need this to present to a class that is discussing misinformation on the Internet. I have tried searching the net and ATS extensively, but have not been able to find it.

The site discussed a person who invented some type of car/fuel that was non-petroleum based. According to the site, the person was under observation and if he drove the car, subject to arrest, as the car or fuel was deemed illegal. The site is a hoax site (there is no man and his car) and the site contained other subjects that are hoaxes. I think the site and all information contained in it pointed to a particular town. I have seen this site and the story many times in the past, but I just can't find it now when I need it.

Anyway, if anyone remembers this and could help, I would appreciate it.
