NASA JSC Arrow Pointing West

If you're looking at an airphoto of JSC in Houston, on the west side of the facility there's a big arrow made of concrete. I've heard it points to Edwards AFB, and drawing a line on Google Earth from the base of the arrow to the base confirms this. Any ideas as to what the significance of such a marker would be? If it's for the shuttle, it seems odd, as the shuttle orbits from west to east.

I'm going to say that the arrow doesn't point to Edwards Air Force Base.

Maybe google Earth doesn't accurately account for the curvature of the earth, but the direction of the arrow passed well south of the base. It is pretty close considering the distance between both locations.

I don't know the significance of the arrow. I could be wrong of course.
