No. None that I have heard of.

Wikipedia lists some black sites in the Middle East, but none near Dubai.

The Navy makes port calls at Port Rashid Dubai and Jebel Ali Abu Dhabi.

I worked at Al-Dhafra Air Base in Dubai in 2003. Pretty nice. Air Force always has the best facilities.....heheh.

As far as "secret" probably not...except the CIA station at the Embassy.
