Iran tests it's 3rd new missile

Iran has reportedly tested another new missile called the "Ultra Horizon" weapon. Apparently it's an air to ground missile with special new technology that bypasses OTHT (over the horizon targeting).

Apparently this technology is a world first. Can any of the techies help me out with their assesments of this technology?

To me it looks like Iran has been busy..

The Noor, this "ultra-horizon" "top secret" missile, uses the DM-3b seeker. The DM-3b is an active radar sensor that is used in the terminal stage of flight to acquire and home on to hit targets. A joint program between Iran’s Aerospace Industries Organisation (AID) and the China Aerospace Science and Industry Corp developed the Noor, which is nothing more than a varient of the Chinese C-802

While this might be "top secret" in Iran, the rest of the world has known about it since 2004.
