Because he's a public figure and the publishers know his books would sell. His books are almost definitely ghostwritten but that's not rare for the genre. All the punisher cares about is that they can slap his name on the as the author.

It's not that hard a concept. After he left the White House in 2017, Biden shopped around the rights to his memoirs. Flatiron won the bidding war with an offer that included $8 million up front in exchange for the publishing rights to Biden's memoirs and two other pieces of non-fiction. Biden also receives a percentage of every sale in the form of royalties.
