They need to know where they can obtain specific agricultural species in case of nuclear war.
Know where everything is, and you can attempt to maintain diversity after the fallout has subsided, and you can control the flow and distribution of foods.

So in a way, yes, it is about control and seizesure of property.

The biggest problem is that mere fact that they are doing it with this timing.

Perhaps the admin fears Putin more than they let us believe.

I plant things here and there, but because of deer and things like insect pests, many plants do poorly in the woods. It's good to know what is what with wild edibles and plants with medicinal properties.

The government would see my tiny fenced in area garden, but the wild food sources would go unnoticed. Learn about wild plants then keep your eyes open for where they grow and know when you can harvest them.

Also Glenn beck did a piece recently highlighting the soviet plan to collapse the US from within as told by a KGB agent that defected that was an overseer during the planning stage for the 20 yr plan.
