Putin's got to do something or the occupied territories will be taken back by Ukraine. Russia is outnumbered 8/1 in the Karkhov offensive. Game over with that numbers game.
The annexation idea is pretty much the only way to go. Any attack on those territories will be a declaration of war on Russia. Fill the territories with Iskander's and masses of military like in Kaliningrad.

I'm just considering it from a Russian point of view! What else can they do bar retreating back to their borders? It's do this or retreat. Do you honestly think Putin is going to retreat that easily?
