Chapter 1. Basic Provisions
Article 1 Subject of regulation of this Federal Law
This Federal Law defines the legal status, goals, organizational and property bases for the activities of the Russian movement of children and youth (hereinafter referred to as the Movement).
Article 2 Legal status of the Movement
1. The movement is a voluntary, self-governing all-Russian public and state movement, pursuing the following goals:
1) promoting the implementation of state policy in the interests of children and youth;
2) assistance in the upbringing of children, their professional orientation, organization of leisure for children and youth;
3) creation of equal opportunities for the comprehensive development and self-realization of children and youth;
4) preparing children and youth for a full life in society, including the formation of their worldview based on traditional Russian spiritual and moral values, the traditions of the peoples of the Russian Federation, the achievements of Russian and world culture, as well as the development of their socially significant and creative activity, high moral qualities , love and respect for the Fatherland, diligence, legal culture, respect for the environment, a sense of personal responsibility for one's own destiny and the fate of the Fatherland to present and future generations, and other socially useful goals.
2. The legal status, goals, organizational and property bases of the Movement, including the procedure for reorganization and liquidation of the Movement, are determined by this Federal Law, other federal laws, other regulatory legal acts of the Russian Federation and the charter of the Movement.
3. The founding document of the Movement is its charter. In the manner prescribed by the Charter of the Movement, internal documents of the Movement, binding on all participants in the Movement, may be adopted. The Charter and internal documents of the Movement must comply with this Federal Law and other regulatory legal acts of the Russian Federation.
4. The Movement has the right to participate in the creation of other non-profit organizations if their goals correspond to the goals specified in part 1 of this article.
5. The property of the Movement belongs to it by right of ownership. The movement is responsible for its obligations with all its property. The Russian Federation or members of the Movement are not liable for the obligations of the Movement, and the Movement is not liable for the obligations of the Russian Federation or members of the Movement.
6. The provisions of the Civil Code of the Russian Federation and the Federal Law of May 19, 1995 N 82-FZ "On Public Associations" apply to the activities of the Movement, taking into account the specifics provided for by this Federal Law.
Article 3 Basic principles of the Movement
The Movement is guided in its activities by the following basic principles:
1) voluntary participation in the Movement;
2) equality of rights of participants in the Movement;
3) taking into account the individual characteristics of the participants in the Movement;
4) continuity and systematic activity of the Movement;
5) the continuity of the activities of the Movement in relation to the participants of the Movement of different ages;
6) transparency of the Movement's activities.
Article 4 Legal capacity of the Movement
1. In order to achieve the goals of its activities, the Movement, in the manner prescribed by the charter of the Movement, has the right to:
1) organize and hold competitions, forums and other events for the participants of the Movement and other citizens, implement the projects of the Movement;
2) to finance the activities of the regional branches of the Movement, the collective participants of the Movement, as well as other organizations, if their goals correspond to the goals specified in Part 1 of Article 2 of this Federal Law, to monitor the efficiency of the use of funds provided to the regional branches of the Movement, the collective participants of the Movement and other organizations;
3) cooperate with international public organizations if their goals correspond to the goals specified in Part 1 of Article 2 of this Federal Law;
4) carry out, in accordance with the legislation on education, the implementation of additional professional programs - advanced training programs, professional retraining programs for specialists implementing the program of educational work of the Movement and programs of other work of the Movement with children and youth;
5) in order to implement this Federal Law, create their own information systems;
6) develop and approve internal documents of the Movement;
7) create branches and terminate their activities, open and close representative offices of the Movement, including those abroad;
8) have the symbols of the Movement (anthem, emblems, flags, pennants and other symbols);
9) engage in other activities in accordance with this Federal Law, other regulatory legal acts of the Russian Federation and the charter of the Movement.
2. The Movement has the right to carry out entrepreneurial activity, if it is provided for by its charter, only in so far as it serves the achievement of the goals specified in Part 1 of Article 2 of this Federal Law, and corresponds to these goals. The profit received as a result of the entrepreneurial activities of the Movement can be used exclusively to achieve the goals specified in Part 1 of Article 2 of this Federal Law.
3. In order to involve members of the Movement in discussing the issues of managing the Movement and the program activities of the Movement, in accordance with the charter of the Movement, the Movement may create working, expert and other advisory bodies (councils, commissions, groups) consisting of members of the Movement, including minors, and other invited persons.
Article 5 Implementation of the main activities of the Movement
1. To ensure the achievement of the goals of its activities, the Movement implements the program of educational work of the Movement, programs of other work of the Movement with children and youth (hereinafter also - the work programs of the Movement).
2. The program of educational work of the Movement, methodological and other materials related to this program are developed by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of general education, together with the Board of the Movement on the basis of an exemplary working program of education and in accordance with the national security strategy of the Russian Federation, as well as the strategy for the development of education in the Russian Federation approved by the Government of the Russian Federation and approved by the Supervisory Board of the Movement.
3. Programs of other work of the Movement with children and youth, methodological and other materials related to these programs are developed by the Board of the Movement together with the interested federal executive bodies, the issues of conducting which are affected by the corresponding program, and are approved by the Coordinating Council of the Movement. These programs, prior to their implementation, are subject to submission to the federal executive body that performs the functions of providing public services and managing state property in the field of state youth policy, to determine their compliance with the legislation of the Russian Federation, as well as to the federal executive body that performs the functions of developing and the implementation of state policy and legal regulation in the field of general education, and other interested federal executive authorities, the issues of conducting which are affected by the corresponding program.
4. Scientific, educational organizations, as well as non-profit organizations, the goals of which correspond to the goals specified in Part 1 of Article 2 of this Federal Law, may be involved in the development and implementation of the work programs of the Movement, as well as methodological and other materials related to these programs. Foreign agents, persons who, in accordance with Article 15 of the Federal Law of January 12, 1996 N 7-FZ "On non-profit organizations" cannot be founders (participants, members) of non-profit organizations, foreign organizations included in the list of foreign and international non-governmental organizations , whose activities are recognized as undesirable on the territory of the Russian Federation, cannot be involved in the development and implementation of the Movement's work programs, as well as methodological and other materials related to these programs.
5. The Movement implements the projects of the Movement, organizes and holds competitions, forums and other events for members of the Movement and other citizens, taking into account their age characteristics in the manner prescribed by the internal documents of the Movement.
6. The Movement, in order to ensure its activities, including interaction between the participants of the Movement, creates an automated information system of the Movement. The procedure for the functioning of this system, including the requirements for technological, software, linguistic, legal and organizational means to ensure its use, the procedure for including information in it and the composition of the information included in it, the conditions and procedure for providing access to information contained in such a system, is determined by internal documents Movements in accordance with the legislation of the Russian Federation.
Article 6 Support of the Movement by public authorities
1. Public authorities in accordance with this Federal Law, other federal laws, decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation provide support and assistance to the Movement.
2. The Government of the Russian Federation:
1) approves the procedure for granting subsidies to the Movement from the federal budget and the procedure for transferring federally owned property to the Movement as a property contribution from the Russian Federation;
2) approves the procedure for exercising the powers of representatives of federal executive bodies in the bodies of the Movement;
3) coordinates the activities of federal executive authorities and executive authorities of the constituent entities of the Russian Federation to support the Movement and assist it, including in matters of professional orientation of student participants.
3. The federal executive body, which performs the functions of developing and implementing state policy and legal regulation in the field of general education, exercises the following powers:
1) coordination of the activities of the Movement in organizations engaged in educational activities for the implementation of basic general education programs, educational programs of secondary vocational education, in organizations for the recreation of children and their rehabilitation;
2) participation within their competence in the activities of the bodies of the Movement in accordance with this Federal Law and other regulatory legal acts of the Russian Federation;
3) providing assistance to the Movement on the implementation of the program of educational work of the Movement in organizations engaged in educational activities for the implementation of basic general education programs, educational programs of secondary vocational education, and ensuring the interaction of the Movement with federal executive authorities and executive authorities of the constituent entities of the Russian Federation on these issues;
4) conducting an examination of additional professional programs - advanced training programs, professional retraining programs for specialists implementing the work programs of the Movement, determining, together with the federal executive body that performs the functions of providing public services and managing state property in the field of state youth policy, the procedure for such an examination , as well as providing, together with this federal executive body, assistance to the Movement in the training of these specialists;
5) sending to the highest executive bodies of the constituent entities of the Russian Federation the program of educational work of the Movement and methodological and other materials related to this program, as well as methodological support for the executive authorities of the constituent entities of the Russian Federation and local governments on the activities of the Movement, including on the implementation of the program educational work of the Movement;
6) other powers in accordance with this Federal Law and other federal laws.

4. The federal executive body exercising the functions of providing public services and managing state property in the field of state youth policy shall exercise the following powers:

4) sending to the highest executive bodies of the constituent entities of the Russian Federation programs of other work of the Movement with children and youth (with the exception of the program of educational work of the Movement) and methodological and other materials related to these programs, as well as methodological support for the executive authorities of the constituent entities of the Russian Federation and local governments on the activities of the Movement, including on the implementation of programs of other work of the Movement with children and youth (with the exception of the program of educational work of the Movement);
5) rendering assistance to the Movement in the training of specialists participating in the work of the Movement;
6) conducting an examination of training programs for specialists participating in the implementation of other programs of work of the Movement with children and youth, determining the procedure for conducting such an examination;
7) other powers in accordance with this Federal Law and other federal laws.
5. The federal executive body in charge of the development and implementation of state policy and legal regulation in the field of culture, the federal executive body in charge of the development and implementation of state policy and legal regulation in the field of study, use, reproduction and protection of natural resources, the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of healthcare, the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, the federal the executive body exercising the functions of developing and implementing state policy and legal regulation in the field of physical culture and sports, the federal executive body that implements responsible for the development and implementation of state policy, legal regulation in the field of defense, the federal executive body in charge of the development and implementation of state policy and legal regulation in the field of internal affairs, the federal executive body in charge of public administration in the field of security of the Russian Federation, the federal executive body responsible for the development and implementation of state policy, legal regulation, as well as for supervision and control in the field of civil defense, protection of the population and territories from natural and man-made emergencies, the federal executive body, performing the functions of developing and implementing state policy and legal regulation in the field of tourism and tourism activities, and other federal executive authorities odic, logistical and other support and assistance to the Movement, participate in the education of student participants, their professional orientation, and the organization of their leisure.
6. The executive authorities of the subjects of the Russian Federation carry out:

2) providing support to the regional branches of the Movement, including in their interaction with state and municipal institutions and other organizations;
3) methodological support of local governments on issues of assistance to the Movement, its regional, local and primary branches;
4) support of the Movement in other forms in accordance with the legislation of the Russian Federation.
7. Under the highest official of the constituent entity of the Russian Federation, in the manner established by the regulatory legal acts of the constituent entity of the Russian Federation, taking into account the proposals of the Board of the Movement, a coordinating (advisory) body is created for interaction with the Movement, its regional, local and primary branches.
8. Local self-government bodies carry out:
1) development and implementation of measures to support the Movement;
2) providing support to primary and local branches of the Movement, including in their interaction with municipal institutions and other organizations;
3) support of the Movement in other forms in accordance with the legislation of the Russian Federation and municipal legal acts.
Chapter 2. Participation in the Movement
Article 7 Participation of citizens in the Movement
1. Participants of the Movement may be minors studying in educational programs of primary general, basic general, secondary general, secondary vocational education, higher education, and other persons determined by the charter of the Movement (participants-student), as well as adults who have education not below secondary general and (or) secondary vocational education and participating in the upbringing and organization of leisure of participants-student (participants-mentors).
2. Mentor participants cannot be persons who, in accordance with the Labor Code of the Russian Federation, are not allowed to teach, persons who, in accordance with Article 15 of the Federal Law of January 12, 1996 N 7-FZ "On Non-Profit Organizations" cannot be founders (participants, members) of non-profit organizations, foreign agents.
3. The procedure for admission to the Movement, as well as the grounds and procedure for exclusion from the Movement of the persons indicated in paragraph 1 of this article, are determined by the charter of the Movement.
4. Participants-mentors can perform the functions of counselors, volunteers in the Movement. Mentor participants can also be parents and other legal representatives of student participants. The procedure for performing the functions of a participant-mentor is determined by the internal documents of the Movement in accordance with the legislation of the Russian Federation.
Article 8 Participation in the Movement of legal entities
1. Public associations that have passed state registration in accordance with the procedure established by law, including all-Russian youth and children's public associations and other non-profit organizations (with the exception of political parties, religious organizations, territorial public self-governments), have the right to become participants in the Movement (collective participants in the Movement), if their goals correspond to the goals specified in Part 1 of Article 2 of this Federal Law.
2. Persons who, in accordance with Article 15 of the Federal Law of January 12, 1996 N 7-FZ "On Non-Commercial Organizations", cannot be founders (participants, members) of non-commercial organizations, foreign agents cannot be collective participants in the Movement.
3. The decision to admit the legal entities specified in Part 1 of this Article to the Movement or to exclude them from the Movement shall be made in the manner prescribed by the Charter of the Movement, taking into account the provisions of this Federal Law.
Article 9 Rights and obligations of participants-students, participants-mentors and collective participants of the Movement
1. Student participants have the right to equal conditions for comprehensive spiritual, moral, cultural, intellectual, professional, social, physical development and self-realization, to identify and develop their talents.
2. Participants-students and participants-mentors have the right to:
1) equal access to participation in the activities of the Movement;
2) elect and be elected to elective positions in the primary, local and regional branches of the Movement and bodies of the Movement in the manner prescribed by the charter of the Movement and internal documents of the Movement;
3) participate in the statutory activities of the Movement, including events held by the Movement;
4) use the symbols of the Movement in accordance with the charter of the Movement;
5) to exercise other rights provided for by the Charter of the Movement and internal documents of the Movement.
3. For active participation in the activities of the Movement and in the implementation of the work programs of the Movement, participants-students, participants-mentors in the manner determined by the internal documents of the Movement, and at the expense of the Movement's funds, have the right to master additional educational programs in organizations engaged in educational activities with which The Movement has concluded agreements on cooperation, for the provision of vouchers for the organization of children's recreation and their rehabilitation, and (or) for other forms of encouragement, determined by the internal documents of the Movement.
4. Collective participants of the Movement have the right to:
1) take part in the implementation of the work programs of the Movement;
2) take part in organizing and holding events for other participants in the Movement and other persons;
3) receive funding in the manner prescribed by the charter of the Movement and internal documents of the Movement;
4) finance the activities of the Movement and its regional branches in the manner prescribed by the legislation of the Russian Federation, as well as the charter of the Movement and internal documents of the Movement.
5. Members of the Movement are obliged to comply with the requirements of the Charter of the Movement and internal documents of the Movement, as well as contribute by their actions to the achievement of the goals of the Movement and its development.
6. Participant-mentors participate in the education of participant-students. The procedure for admission of participants-mentors to the educational work of the Movement is determined by the federal executive body, which performs the functions of developing and implementing state policy and legal regulation in the field of general education. The procedure for the activities of participants-mentors, including the procedure for their training, retraining and advanced training in the field of activity of the Movement, is determined by the internal documents of the Movement, adopted in accordance with the legislation of the Russian Federation and regulatory legal acts of the federal executive body that performs the functions of developing and implementing state policy and legal regulation in the field of general education.
