Well, it didn't cause any war or even retaliation the last time American diplomatic staff were killed in an attack on a US' foreign soil embassy while a Democrat was in the Oval Office and an inept doofus was serving as Secretary of State... not sure what difference it would make if/when it happens this time.

why would they bother? that's one benefit of democratic systems, it doesn't matter if important people die because they just get replaced easily. ergo its pointless for russia to do such a thing.

It would be smart to notify them in this case.

Both dignitaries will be safer if Russia does know they are there, so a hitman doesn't accidentally stumble into the meeting intending to kill only Zelensky, see two potential witnesses talking with him, and decide to take out all three.

If Russia knows they are there, they won't be attacked.

If Russia were not formally, and publicly notified, but found out anyway, they could kill them just to piss the USA off, and then claim plausible deniability. Saying they didn't know they were there and killed them on accident (as Putin winks.)
