I'm not sure what you're talking about here. If you are referring to the Budapest Memorandum, that was an agreement signed between Ukraine, the UK, the US, and Russia in 1994 in which the signatories promised to (among other things) respect the territorial integrity of Ukraine in return for giving up nuclear weapons. Bill Clinton was President, not Obama. When Russia rolled its tanks into Ukraine last week, they clearly violated that agreement. By giving military assistance to Ukraine and putting political and economic pressure on Russia, the UK and US are honoring that agreement.
