I cleaned up your image and sharpened it up a bit. I'll just say that IMO, it definitely looks like a structure of some kind being lit up by a light source, but hey, believe whatever you want.

It looks like the yellow light at the bottom is in front of the fence. Also the pattern in the yellow light on the left side looks like a distorted image of the fence. So my guess is a splash of liquid on the lense, the light is reflected off the fence and the liquid along with the processing makes the light look yellow. The super bright white light could be the reflection off the bald napper.

at this point - the most helpfull thing i can say :

may we have quality pictures of the same area in daylight - preffereably both the security cam and a decent camera ?

Yeah I agree let's see more pictures taken from the same spot during daylight
