I'd say it's a CCTV camera which has been damaged by a laser, probably a red one.

I don't think it's a real object in the sky. No motion at all, and it would be on all the news stations and radio with lots of people outside seeing it and talking about it.
Need more data...

This is something anomalous, but cameras can see wavelengths of light that are not optical to human eyes.

Please see my post above : It is now 11:20 am in the morning over here in France and no-one has brought this to the attention of the French media so for me this is just a smudge (as can be seen quite often) on said web-cam.

First I though that this looked exactly like one of those reflection artefacts, where the camera takes pictures of itself somehow. Then I saw the window...
Seriously? It's clearly a reflection from the window, probably of the camera itself.
I can say that with 100% conviction.
Why has it not appeared before?

A. Maybe it has but nobody cared because they knew what it was
B. Someone added something new that contributes to the reflection.

It's a reflection.

After looking at this a little more carefully, it looks more like the prismatic effect of light shining through a droplet of water at an oblique angle on a piece of glass.

In any case, I'm fairly confident the people of France probably would have flagged up a GIANT GREEN EYE OF MORDOR in their nighttime skies by now.

Sounds like it's time for a new acronym...

The reflection, camera artifact, laser damage, raindrop or interdimensional wormhole is still there all this time later.

Since no one has called Will Smith yet I'm going to file this away as El Nothing Royale with cheese.

i have no idea how this reflection on the glass window of the green camera light became viral, it was debunked in day 1 when the sun came up and the reflection slowy disappeared, believers claimed that this was because the "UFO" was being covered by clouds, then someone found a camera (a logitech one i think) that had a identical green ring around it
yet there is still people discussing this reflection in twitter, youtube, reddit and 4chan
why humans never learn?!

I wanna say it's a reflection of the housing that holds the camera lens in place from the weather proof camera housing.

The bevel there gives me that impression. I assume that maybe there's a green led somewhere that is reflecting.
