No it doesn't. All it takes is a commander in the heat of the moment to make a decision to use Chlorine. The commander believes that he can get away with just using Chlorine in order to get a rebel group out of basement areas. The Basement areas that might have caused him to lose many troops trying to take that pocket of resistance.

Ah but it is old unfinished business for Putin. Skripal was sentenced when Putin was President. It was President Medvedev that pardoned him and released him under the spy swap. Putin back in power again in 2012 and wants Skripal bumped off. Consider that new evidence might have come to light of Skripal's treachery? Something that either incensed Putin or a member of the intelligence services hence the hit.
Think about how long the Novichok was on the door handle for? Think about whoever placed it there did so under cover of darkness to avoid detection. The Novichok is degraded when the Skripal's leave the house some hours later. Prompt and excellent medical care does the rest.

It makes perfect sense and so does the other uses of chemical weapons by Assad's forces. The question is why won't the Russians even admit to any chemical weapons use by the Syrians? What is so hard to understand that some Syrian military consider Chlorine to be acceptable to be used. Chlorine has also been used by some of the rebel groups against Assad's forces.

What has the World Cup got to do with it? Think about Putin and his election and how he wants his people to see him? The message is sent out by the hit that traitors will die and suffer. The same as Litvineko the Russians likely thought that the Polonium and the Novichok would not be identified.
Please post the picture or video of what you describe in regard to the chem experts and firemen.

I'm using it as an example. What part of direct and immediate contact with the suspected contaminated item don't you understand? Those in direct contact and handling the item would be in full protection equipment. Why is that so hard to understand?
