I don't think anyone really does, but the reality is that you see all this angst caused by messing with one man who has maybe a couple dozen smaller warheads that may or may not be able to fit on the tips of his missiles that may or may not actually fly very far ... far enough to strike Hawaii?
Now consider China that has many warheads, fast attack subs with warheads, the ability to sneak in and quietly fry the entire left coast. And you want to stop them from handling North Korea if they insist on handling North Korea?
You want us to go to war over that? Maybe toss around some nukes for it?

Trump does not want his hands tied by requiring Senate approval if things turn really sour during the shut down, so he is seeking sanction and approval from the Senate before it closes.
The case for military action through missile strikes will be for surgical strikes to achieve the following:

Trump and his advisers obviously feel there could be American casualties and deaths, so a consensus from the Senate should help to mitigate political questions. Many North Korean people would be expected to move away from the area of conflict, which should see North East Korea and the capital hit. The people know that they cannot go South, so a northwards exodus towards the Chinese should be expected. Some may try to cross into Russian territory.
Harder sanctions will be imposed first, with penalties of missile strikes should Kim Jong-un flout them. Unlike with the Syria strikes, Trump is going the legal route this time.
Have you ever invited 100 people to anything? There will be no discussion, except amongst the guests. I agree Trump is laying down plans, but this isn't to seek approval. You can't get a consensus out of meeting with 100 people. These are most likely just plans.

No. He needs approval from the Senate to strike. Trump can only hit North Korea if they attack first, he can't strike North Korea on threats, alone. He also needs approval from the UN so that he follows international law and expectations.
If he can achieve a majority consensus from the Senate for strikes, he can go ahead when required. However, harder sanctions will be the first port of call. If Kim Jong-un flouts those sanctions with further missile tests, or even a nuclear test, he will open himself up to an international response as Trump will have the UN approval and the Senate approval to hit him.
China and Russia won't be happy, but they will have to accept it, because Trump will have followed the relevant procedures.
What bothers me is that no one seems to consider maybe the lunatic has an ace up his sleeve... And that ace could be Chinese anti ship missiles which are said to be the fastest in the world and unstoppable...That ace could also be Chinese subs off our coast loaded with nuclear missiles...Maybe he's willing to sacrifice NK for some serious hits on the US mainland with the cooperation of China...

My biggest Concern is when it gets ugly, what he will do. I think he would do something that he knows would really
upset us the most like going after Hawaii or doing something somewhere that we consider of such high value we would have no recourse but to unleash our arsenal. Once that happens there's no turning back.
