“Candace Marie Claiborne is a U.S. State Department employee who possesses a Top Secret security clearance and allegedly failed to report her contacts with Chinese foreign intelligence agents who provided her with thousands of dollars of gifts and benefits,” said Acting Assistant Attorney General McCord. “Claiborne used her position and her access to sensitive diplomatic data for personal profit. Pursuing those who imperil our national security for personal gain will remain a key priority of the National Security Division.”

According to the affidavit in support of the complaint and arrest warrant, which was unsealed today, Claiborne began working as an Office Management Specialist for the Department of State in 1999. She has served overseas at a number of posts, including embassies and consulates in Baghdad, Iraq, Khartoum, Sudan, and Beijing and Shanghai, China. As a condition of her employment, Claiborne maintains a Top Secret security clearance. Claiborne also is required to report any contacts with persons suspected of affiliation with a foreign intelligence agency.
Despite such a requirement, the affidavit alleges, Claiborne failed to report repeated contacts with two intelligence agents of the People’s Republic of China (PRC), even though these agents provided tens of thousands of dollars in gifts and benefits to Claiborne and her family over five years. According to the affidavit, the gifts and benefits included cash wired to Claiborne’s USAA account, an Apple iPhone and laptop computer, Chinese New Year’s gifts, meals, international travel and vacations, tuition at a Chinese fashion school, a fully furnished apartment, and a monthly stipend. Some of these gifts and benefits were provided directly to Claiborne, the affidavit alleges, while others were provided through a co-conspirator.

The maximum penalty for a person convicted of obstructing an official proceeding is 20 years in prison. The maximum penalty for making false statements to the FBI is five years in prison. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes. Chinese Ambassador to the U.S. Cui Tiankai requested a meeting with Hillary Clinton’s top aides in January 2016, according to an internal email circulated among the former Secretary of State’s senior presidential campaign officials.
“Chinese Ambassador Cui invited me over to the residence Tuesday for a coffee and to make a request. He wants to have an informal, private, off the record get together with a few of us to discuss the next year and the current state of US-China affairs,” wrote Clinton campaign aide Kurt Campbell in the Jan. 7, 2016, email.
“He asked me to host a social meal at my house in the next month. He was fairly insistent and indicated that he wanted to pass along some perspectives. I told him I’d reach out to you all to see about your judgement on this and possible availability. Candace Marie Claiborne, an employee of the Office of Caucasus Affairs in the State Department, was charged by the Department of Justice with obstructing an official proceeding and making false statements to the F.B.I. She pleaded “not guilty” to the charges in a federal court March 29.
The DOJ unsealed a federal complaint March 28 that says Claiborne, 60, allegedly concealed contact that she had foreign with foreign intelligence over a period of years. Officials said that she and a “co-conspirator” received lavish gifts from the agents in exchange for information pertaining to Chinese and U.S. relations.

(name redacted), who is Co-consplrator B, is a Shangai-based importer/exporter who runs a spa and restaurant in Shanghai.
A citizen of the People's Republic of China (PRC), he has known and regularly communicated with Claibome and Co-Conspirator A since at least 2007. Co-Conspirator B works closely with Co-Conspirator C (see next paragraph). Co-Conspirators B and C, both of whom are assessed to be agents of the PRC intelligence services (PRCIS), specifically the Shanghai State Security Bureau (SSSB), have provided Claiborne and Co-Conspirator A with numerous gifts since 2011.
10. (name redacted), who is Co-Conspirator C, is a PRC citizen and an agent of the PRCIS. Co-Conspirator C works closely with Co-Conspirator B
and has had frequent communications with both Claibome and Co-Conspirator A since 2012.

BTW, Hillary Clinton began working for ex-President Obama as Secretary of State in the Obama administration from 2009 to 2013.

They never are and they must think they'll never get caught. I mean, in this day and age how does think they won't get caught when everyone is being spied on? And too boot, she held a Top Secret clearance and every 5 years it must be renewed which means you must be investigated all over again!!
