Congress already authorized the President to intervene in Syria. That's why Obama had us there in the first place. There is nothing anywhere that prevents the President from using missiles to accomplish his mission, which included protecting civilians. As Commander-in-Chief, the President has full use of his judgement in executing mission objectives.

That applies whether his name is Obama or Trump.
