Interesting to say the least. The Office of Special Counsel (OSC) is the 'whistleblower' office for the American government. Under (another) Bush appointee Scott Bloch the OSC is getting rid of 20% of its staff. The OSC has complained since its inception that it was underfunded and under-staffed.

Says It Lacks Staff to Consider Request for Ex-Boarding School Headmaster Records
Washington, DC — The U.S. Office of Special Counsel claims that it is unable to produce a copy of consultant contract with a former Catholic boarding school headmaster, according to an affidavit filed in response to a lawsuit brought by Public Employees for Environmental Responsibility (PEER). PEER is seeking to force the release of documents showing how the agency that is supposed to police compliance with federal civil service rules is itself circumventing civil service rules by using no-bid consultants and hiring on a non-competitive basis.

PEER is seeking copies of contracts and work products for –
· Alan Hicks, a former headmaster of St. Gregory’s Academy, a Catholic boarding school, who left in the wake of allegations concerning priests sexually preying on young students. Bloch retained Hicks as a special consultant. PEER is seeking the contract and the resultant work-product; and
· A series of no-bid management consultant contracts let by Bloch. One of these contracts produced a report that Bloch is citing as the basis for creating a new “Midwest Field Office in Detroit” that will be run by staff members forcibly transferred there from Washington, D.C.

One of OSC’s duties is to oversee administration of the Freedom of Information Act by other agencies.

In a time that Americans are focused on a foreign war the federal watchdog agency that supposedly keeps other agencies in line has thrown in the towel. To the average American this may mean nothing, to the 'waste, fraud and abuse' people this is the green light.

Allegations of packing the OSC with religious activists and other neo-cons are surfacing as well. What more happens is unknown at the present, but GAO and other agencies under the administrations control may be in for realignment as well.

They lose 9 billion in Iraq, because no one is keeping an eye on the money.
They down-size an agency designed to watch out for waste, certainly using budgets as an excuse.

Again, Washington is a cesspit.

Nah you guys' aren't the only ones that care, I just hadn't seen this thread until now. The creepiest thing about this article to me was "administration of the Freedom of Information Act by other agencies." I can't see that America isn't rapidly descending into a facsit state and we need organizations like this now more than ever, it's a shame to see them falling apart.

We all care here but a slim majority in this country aparently do not...
I'm starting to not read the news now because its just too depressing.
But hey only four more years right?
Its just a matter of weathering the storm and waiting for the backlash.

Wished that were true.
OSC has NEVER been what it should.
In the mid 90s they only had two investigators!
They lost most of the cases they took to trial as well. The laws themself are weak, and enforcement has not been paid more than lip service.
The office routinely is not much different from what it is today.

Sad too- could have made some real differences.
