Of course they can...they can already use low flying planes to capture cell phone activity and sensors to see how much money you carry and plenty of other neat tech. As long as they aren't on your property then how would anyone know right?

Oh, I am not discussing what they can do, just what they can use.
They probably got all kinds of tech that can spy on my every activity, but its useless information unless they can use the information gathered to prosecute or otherwise use in some official form..which is unlikely they can without all sorts of warrants, and exposing what they can do and are doing.
