Yes oil deposits are supposed to be there but very deep in some of the roughtest seas on the planet it would be a while before the risk and effort is worth it.

It wasn't, I was using artistic license for comedic effect.

The Earth started off as British by default and the grace of God, we just allowed other people to use it.
