“When [Abe] said the situation was under control, he was lying,” Koizumi told reporters in Tokyo. “It is not under control,” he added, noting the problems the plant’s operator, Tokyo Electric Power (Tepco), has experienced with a costly subterraneanice wall that is supposed to prevent groundwater from flowing into the basements of the damaged reactors, where it becomes highly contaminated.

I don't know of anyone who is following the situation at Fukushima Daiichi closely who would say it's under control. Who could possibly believe that?

TEPCO has admitted that new technology has to be invented to solve all the problems. In a lot of ways, there has been no significant progress made.

Is there any doubt Abe lied about Fukushima?

A little further on rain water contaminating the site. This doesn't address the 'wall' but discusses the problems associated with rain runoff and sever weather.

Contamination in the basements can overflow during rains, especially during severe weather, running off overland to the sea. It is also impossible to build a wall underneath the cores, just around them. So any contamination that emits into the air, overflows and runs off on the surface, or sinks below the melted cores into groundwater is not stopped by this 'ice wall'. They keep it in the forefront though to distract attention away from the ongoing release of radioactive contamination.

Kind of like keeping our heads buried in the rubble of 911 or Hillary's server.

As to the significance of the problems related to the radiation at Fukushima Daiichi, the issue is beyond debate.
