On Jan 23, 2009, Clinton contacted former Secretary of State Colin Powell email to inquire about his use of a Blackberry while he was SoS (2001-2005). In his email reply, Powell warned Clinton that if it became "public" that Clinton had a Blackberry, and she used it to "do business" "her emails could become "official records and subject to the law.".
Powell further advised Clinton, "Be very careful.I got around it by not saying much and not using systems that captured the data."

On July 2, the FBI interviewed Clinton. Clinton was aware that she was an OCA at State, however, she could not recall how often she used this authority (never) nor could she recall any training or guidance provided by State.
Clinton could not give an example of how the classification of a document was determined.
