Russia, as they have vetoed anything having to do with the UN and Syria.
See they are hurting Syria by vetoing anything with the Security Council because they have a problem with other members...mainly the US. So until they get off their high horse and start cooperating with the rest of the security council the UN will not be able to do much for Syria in the way of intervening in the conflict.
