Searching for old news post (tracking device)

I'm searching for an old news post about a man who had a tracking device surgically removed.
Supposedly the surgeon was reluctant to remove it because of the unusual request, it had the ability to shock him, and he got help from some ??Congressman?? who used it as a platform to ban involuntary implantings. I want to contact the politician who helped him? Can you dig this up for me?
