The removal of troops is probably in exchange for altering Russia's behavior in Syria.

US looks like it is pulling its assets from the Mideast theatre.

While Europe, France, Turkey and Saudi look to be making moves against Assad in Syria.

To me, it looks like Obama is preparing to sit it out, (just like the US did in WW2) and see what happens first before coming in to clean it up once everyone is spent and wasted.

OR.....

they are preparing to hit the BIG RED BUTTON on to the Mideast.
