Neither, it's just something people aren't used to seeing writhing around on the side of a boat — it's a basket star (Gorgonocephalus caputmedusae).

From Wikipedia: Gorgonocephalus:

Gorgonocephalus is a genus of marine basket stars in the class Ophiuroidea. Members of this genus are found in coldwater environments including the Arctic, the Antarctic, and deep-sea habitats. The scientific name comes from the Greek, gorgós meaning "dreaded" and cephalus meaning "head", and refers to the similarity between these echinoids and the Gorgon's head from Greek myth with its coiled serpents for hair.[2]

All hail the living brain remenant of Cthulhu!
Good grief that is a weird beastie..

So its essentially a starfish cousin which sort of emulates the movements of coral/seaweed-a clever bit of camo.
Never heard of it before, very interesting.

Wow...that thing is wicked looking. Seems to be some sort of starfish. No idea if it is a new species or just mutated somehow. Maybe its related to the starfish dieoffs that have been going on and we are seeing the newest wave of evolved starfish that is able to counter whatever is killing the others.

Very interesting.

All these new sea creatures that are coming to the fore are amazing. They look weird though, just the right kind of nightmarish weird, so I'm willing to bet they will soon be the subject of a new blockbuster.

Life began in water. We havent explored 1% of the ocean let alone all of the land even. Logically there must be tons of rare or undiscovered lifeforms there.

Or you know aliens.

It reminded me of something which took me a while to remember the name.
The magnificent "Leafy Sea Dragon"-A sea horse relative of an amazing kind, perfect environmental camo and super graceful.
Part Sea Horse,part Seaweed.

When the camera was focused on the central 'eye' of the thing, I half expected something to come out of it...

Scenario-
Slayer gets the urge to head out to sea and catch one of these beasties to eat,not realizing that the creature has called him to do so through the YouToob video.
He heads out to sea,and snares of of the blighters.
Later at home-he waits till everyone is asleep, then sneaks down to the kitchen and fries himself up a feast with the creature he caught.

Lemon,butter,garlic and chilli.

The next Morning-

Police/CDC/FBI/CIA are all camping out up the mountains near what once was Slayers house, watching the Mega Gorgonocephalus erupt from the house and devour the neighborhood.
Of course, none of them are doin anything productive, they are just watching and ho humming.
Each house the Mega Gorgonocephalus demolishes,it grows on the sustinence of the families within.

A week later, its taken over one tenth of the land mass of the USA,and its growing.

Don't eat it Slayer-You could stop this.

I will never understand why people automatically jump to the conclusion that something must be alien, or some sort of mutation , simply because we have not seen it before.

You have answered you're own question.

Because we have not seen it before.

Looks like a mutant starfish. Not surprising when you consider these other mutant findings since the Fukushima disaster. Found all over the Pacific Ocean, not only in Asian waters.
