On the Internet, no one is centrally "feeding" others as your sentence here implies.
The "Internet", per se, is only a protocol. It's computers connected together via switches and routers.
Yes, the US (or any country) could unplug, but this would merely mean that this part of the net would be shut off from the others. "The Internet"
would still work well in other areas. (If, say, I surf European sites for example, traffic is NOT routed through the US to access sites in Europe).
