No, you don't know they are illegals before you check their papers, that is the point.
I Know you want to think a cop can spot an illegal without a shadow of a doubt but that is wrong.
If you want them to be able to do what you say, then you need to be ok with a cop walking up to you and asking you for your papers and you being required to show them to him.
If you have a problem with the papers for guns then you would have to have a problem with that
