Japan is only having declining birth rates because commutes have become incredibly long for anyone who wants to own a house and start a family. Tokyo has a population of 60 million. If there was a serious population decline, they could start demolishing old apartment blocks, build low rise homes and reduce commute times.

Sorry, but I have another old thread that goes into the world wide depopulation. Rather than rehash all the stats here I'll give you a quickie rundown.
ALL industrialized countries have a depopulation problem.
Even Mexico is only .01% above replacement rate. The only countries without a depopulation problem also have a very high mortality rate. We are very close to having a world wide depopulation. The Muslim countries are also having a depopulation problem because fathers who love their daughters are not forcing them to marry and a city is being built in the middle east that will just be for women who do not want to marry.
What Biden wants is to steal children from other countries so that the US won't go into the type of decline Japan is in.
Why don't people have children now in industrialized countries?
People are now quite aware of the financial and emotional cost of being parents.
The government is also threatening parents at an alarming rate, taking children away for reasons that have nothing to do with real abuse or neglect, causing parents to fear, and non-parents to think twice about having children. There are articles about all of these issues all over the media.
Also, if you pay attention, there are lots and lots of new popular articles about the joy of childlessness.
But the US needs children to survive with a rapidly aging population.
These children are so prone to be fecund that they are humping like rabbits in the border patrol cages. You can't read an article about these children without hearing about this problem.
If these children are kept uneducated and marginalized; they won't have the knowledge of the hardships ;when people without an education ; don't who know the language of the country they are living in; have lots of children. Another temporary boon, until the 2nd generation grows up and assimilates.
Also, the US has convinced parents that all children need a good education and a college education.
Therefore, US children don't want the jobs that previously the uneducated took, manual labor that doesn't take much education - and these jobs are much much harder than the jobs that require education.
Exploitation of these children is what the powerful and the administration are really wanting to do.

They want a few things from them:
1.) A class of obedient people who are used to being told what to do by their "betters" and complying. American citizens don't do that.
2.) A class of people who are used to nothing and will therefore look at living on next to nothing as a wonderful improvement. American citizens won't do that.
3.) A class of people who will look to government as their source for everything and need and expect it to help them live their lives. American citizens are too frustratingly independent for that.
Quite simply, we are being replaced. When Valerie Jarret and Obama say that these kids are the greatest asset our country has, they mean it.

The problem is that we don't have the kind of economy that these people can become part of. We don't have the kind of jobs that will enable these people or their families (After all who doesn't believe the game is to legalize them and then bring their whole ancestry tree to reunite with them?) to live wholly independent, tax-paying middle class lives in this country. Instead, they'll be part of the underclass in almost every case which means they'll be drains on the system just as much as the elders they're meant to replace.
The only way they become economic pluses is if the intent is to truly destroy the American system and turn it into a wholly centrally controlled command economy rather than what we have now. Think something like China where these people could supply the same function as the lowly factory floor worker in China who turns 12 hour shifts and lives on-site in a dormitory for most of the week only seeing his or her family on the weekend, if that often.
And that is a truly sinister thought. My husband works with some Chinese expats and tells stories. Sure, you might get taken to work by a limo, but if you fail, you might also just disappear, too.
