He should start a star-charity thing for underprivileged ATS members with low star counts.
I don't think the star system here will ever be fixed.
So I wouldn't worry about unstarring or starring people.

Maybe you'll get lucky and they'll start a 'star wealth redistribution' system. They'll star-tax the biggest holders of stars and make them pay their stars to the members without many. Considering most of those stars in the big accounts are fake, it's almost the same thing as the US gov't printing more money without any backing to it.
