Where was this aircraft made?

Was it Tonopah Test Range or Groom Lake or Palmdale Plant 42?
The article does mention Groom Lake, but that is for the SR-71.
Im speaking about this new successor aircraft.

Wonder what the purpose of having a plane with those capabilities are for in these day and age of tech, back in the late 60-70's it was for recon, then scrapped bc of satellite imagery being much better, etc...
