Has speed of light and time been consistent over history of universe?

Your answer: no one 'really' knows.

I suspect the speed of light is a constant.
I am pretty darn certain the Earth is older the 6000 years. LOL You need to look into where/why that came from.
I'm fairly sure the 4.5B year hypothesis will be debunked within what remains of my life and the Earth will be pegged as far older than that even.

I don't know why we're always waiting for some 'authoritae' to tell us these things. Nobody knows ... But when they tell you they do, they develop a certain power over you.

People should really use the term cosmic speed limit rather than the speed of light. Light can travel at the cosmic speed limit under the right circumstances. Sometimes it is slower but never faster.

Just to add to your initial question, it has been some time but I remember reading that for an infinitisemely small time after the big band light was faster as was the very expansion.
