Just imagine, someone who understood their role. Understood that power does not mean opulence. That the People are what matter.

Imagine a scenario where the needs of the people came first?

Maybe seeing this, people will begin to demand a change in the world.

He was only following the example set by his leaders, especially the Pope.

Here in Scandinavia politicians are held accountable for their expenses,
we(Denmark) just had a major case were our former prime minister(now head of opposition) almost had to resign, because he travelled first class.

The last Pope, maybe. Not this one, who doesn't even live in the papal apartments. But to the question the OP asked, "Why can't we have a government like this?" the answer is, the Pope is a dictator and can do what he wants. Is that what you want in a government?
