The State Department has set plans in place to rebuild the city of Falluja should the American led forces capture it and drive out the insurgents. About 90 million has been set aside for the reconstruction effort. The city was hit with aerial bombardment prior to U.S. forces going in and the urban warfare style combat will also take its toll on the city as well. To date, the U.S. has spent about 1 billion dollars out of 18 billion dollars earmarked for reconstruction. The blame is being placed on the insurgency for the slow pace of reconstruction.

WASHINGTON (Reuters) - The State Department said on Wednesday the United States would rebuild Falluja if American-led forces succeed in defeating insurgents and gaining control of the besieged city.

The State Department, which has been overseeing slow-moving reconstruction projects in Iraq, said it has earmarked about $90 million for such projects in Falluja, including repairing bridges and roads, reconnecting power and cleaning up the city.

The United States bombed Falluja for days and has poured forces into the city in a major assault that U.N. Secretary General Kofi Annan said risked further dividing the Iraqi people and undermining planned national elections in January.

"We anticipate that in Falluja, in addition to whatever damage might happen during the fighting, that there's been a state of neglect and damage over time over the last few months that has to be repaired," State Department spokesman Richard Boucher told reporters.

The real question is there anything left to rebuild? There has been a lot of damage both before and after the latest raid. The other issue is once they gain control of the city, how many troops will be required to keep it. The other unanswered question is that where have all the rebels gone? Its good that we are not practicing a scorched earth policy, but as of yet, reconstruction efforts have been a flop. Perhaps if they coalition can gain control of the major cities, it can progress.

That claim is pure propaganda.

Reconstruction is halted indeed because of

a) Stiff resistance

b) Fact that most money goes to American contractors as opposed to the locals.

I remember hearing somebody say... We will win the war on terror. But then again I heard that... It's a hard job.
