From a report entitled "Environmental Assessment Tonopah Test Range", it indicates there is an Air Force base nearby called Area 51. This report is from 1975. Hence as Shawdowfax says, Area 51 was never a secret.

Nice find. I like how they have the two stars after Area 51 saying "An Air Force Installation Northeast of NTS".
