Blue X's: What are they?

I feel almost stupid asking this question because I've been a member here for several years now and lurked for quite a while before I even signed up so you'd THINK I'd have it figured out by now. But I don't.

So, what do the blue X's indicate when they are in front of a thread title in a forum's list of threads? I tried to find some kind of key that might explain it, but I haven't seen one. Perhaps I'm looking in all the wrong places. I did a search because I figured someone else may have asked before, but nothing came up. So help a girl out! What are those X's for???

Locked / closed threads as far as I can tell

Indeed. The blue x means the thread is closed by staff for review.

Green exclamation mark is a board/staff notification.

Thank you for asking so I didn't have to at some point in time.I was a lurker for 3 years or so and really just started noticing these within the last 8 months or so.

Blue "X" = Closed (for any reason)
Green "!" = "pinned" or "topped" so it stays at the top of the forum index/list for the forum it's in.
