Why all the mystery and conjecture? First if you only have a mobile phone then simply download "Flight tracker" (some versions and different types are free) app and start looking. It loads very fast and is very accurate. Even the better versions probably only cost 5-7 dollars US and will show up anything fitted with ADS-B. If you still see nothing then you can start to go from there as a process of elimination, however be aware that not all civilian aircraft in the US are fitted with ADS-B yet. All will however be required to have such devices fitted by decades end.

From your description it sounds broadly similar to something seen on several occasions some years ago by myself and my father. Enquiries discovered that it was a Civil Aviation Safety Authority (Then the CAA) calibration aircraft. I cannot remember the explanation for the lights but it was given at the time and seemed logical.
